ONE reason is that the virus have morphed or changed and taken over control of the anti virus software. I bet you have Windows, and congratulations, you go in the millions of others Windows users who have compensated good money and get hacked.
Whenever you want. There is no rules. I usually scan when my PC is intensely slow or unstable.
