What's the difference between 250gb HD 8mb cache and 16mb cache?

Your hard disk have a much slower data verbs rate than the system bus and the cache acts as a cushion speeding things up only just a bit. So as a rule, higher the cache, better the actions and more expensive the hard disk.
Cache hit is what actually communicate thru anything bus, ide, scsi, sata, etc. It is 100-1000x as in a hurry as the actual speed the hard drive reads/writes facts. So the drive can move data contained by a fluid fashion. Drive manufacturer actually segment this memory into read and write segment.
Ok so, all other things person equal, 16mb is better.
